Obtaining proper and sufficient knowledge regarding any category of criminal investigation is one of the most important and necessary steps to take when conducting an investigation. In order to create a report, an investigator, in this case, a Special Agent of the Naval Criminal Investigative Service, must first gain knowledge that a crime has been committed through either personal action(s) or useful, and reliable information shared by an informant. Once the case has been opened, necessary information about the suspect’s life such as personal information, professional history, relationships with friends and family, financial records, and police and criminal history reports are reviewed with the focus of gaining as much information about the person as possible. In certain cases, conducting surveillance to obtain further knowledge about the suspect’s daily actions such as location and employer of the suspect, when does he or she work, what types of vehicles are in the driveway and which ones belong to the suspect, which route does he or she drive to work most frequently, does he or she stop along the way, are there animals at the residence, are there any other properties that could potentially hide evidence imperative to the investigation, etc, is crucial to completing a successful investigation.
The following evidence that I have presented will demonstrate a fictional case-report affidavit that I have created. In the case-report affidavit, the reader will learn information about myself as the Special Agent conducting the investigation, information about my Special Agent counterpart, as well as the original reporting of a suspected felony theft that took place on the Naval Base located in Newport, RI, and the proceeding actions I took to complete a thorough and proper investigation. Additionally, I have included “Attachment A” and “Attachment B” as detailed “Items to be Searched” and “Items to be Seized” given the probable cause I have presented in my case-report affidavit. Lastly, I have included a fictional United States Government Search Warrant granting my permission to search and seize the highlighted and suspected areas of interest given the reliability of my case-report affidavit. It is important to note that in criminal investigations in the United States Military, United States Government Search Warrants are not issued as permission to search and seize. In the event of a criminal investigation needing evidence to search and seize, the United States Military grants Command Authorization for Search and Seizure. Both the United States Government Search Warrant and the Command Authorization for Search and Seizure grant permission to investigate and obtain specified evidence. I have included the following evidence as proof of my ability and skill to create and execute a case-report affidavit providing probable cause in order to obtain a Command Authorization for Search and Seizure from the United States Military.
